Biography

Mark F. Kightlinger, H. Wendell Cherry Associate Professor of Law, joined the College of Law faculty in 2004. Prior to this, Professor Kightlinger was a partner resident in the Covington & Burling law firm's Washington DC office. He was active in the firm's food law practice, with a particular focus on the impact of new federal bioterrorism legislation. From 1996 through 2001, he was based in the firm's Brussels office, where he developed a legislative and regulatory practice advising leading technology companies on European Union laws and policies affecting the Internet, electronic commerce, online advertising, and data privacy. He also worked on a range of international trade issues, with a primary focus on the WTO's approach to information technology and the Internet. In addition, he assisted Immigration Equality (formerly known as the Lesbian and Gay Immigration Rights Task Force) on a pro bono basis in their efforts to improve the treatment of bi-national same-sex couples under the U.S. Immigration and Nationality Act. Professor Kightlinger’s scholarship focuses on Internet law and privacy issues. 

Professor Kightlinger received a B.A., summa cum laude, from Williams College in 1981. He received a B.A. from Cambridge University in 1983, and an M.A. in 1995. He received his J.D. from Yale Law School in 1988, and a Ph.D. in Philosophy from Yale University in 1991.
