The purpose of this contract is for the University of Kentucky Research Foundation (UKRF) in FY 2018 to train and guide the Kentucky Department of Public Advocacy’s Alternative Sentencing Worker Program (ASWP) on how to develop and produce evaluation reports. The end product will be an annual report developed by DPA that shows the specific outcomes of services provided by the ASWP in terms of reduced incarceration time and costs for DPA clients who participate in the program and in the study. UKRF will consult on methods for analysis of data collected by DPA staff in the course of their ASWP services for DPA clients. All baseline and follow-up data will be collected by DPA staff and entered into the DPA data system, JustWare. The DPA staff will enter baseline data on all clients who are eligible for services and will enter 12-month follow-up status reports on each client that describe success in completing programs and the number of nights each client spent incarcerated during the report periods after baseline. UKRF will be provided with data uploads from the DPA data system according to procedures worked out by both UK RF and DPA. UKRF will receive de-identified client level data that are in a format that can be transferred into statistical programs for analysis. UKRF will work collaboratively with the DPA ASWP staff on methods for analyzing data and writing up the findings. UKRF will consult on what variables are needed from the DPA data system in order to implement this study.
