The Kentucky Department for Medicaid Services (KY OMS) State Medicaid Health Information
Technology Plan (SMHP), required for implementation of the Commonwealth's Electronic Health Record
(EHR) Incentive Program and approved by the Centers for Medicare and Medicaid Services (CMS) in
December, 2010, included a strategy for provision of services to Physician Specialists and Subspecialists

federally-subsidized Regional Extension Center (REC) support services.
The Kentucky REC (KY REC), housed at the University of Kentucky, is one of sixty regional extension
