OBJECTIVES: The objectives of this study will be to:
• Identify chameleon carriers and other commercial vehicle tax evaders in Kentucky and get a
better understanding of the magnitude of this problem in our state;
• Identify ways for the Division Motor Carriers and Commercial Vehicle Enforcement to address
chameleon carriers and tax evaders; and
• Assist with measures to collect revenue from these identified carr iers,
