Description
The Kentucky Partnership for Early Childhood Services, housed at the University of Kentucky
Human Development Institute (UK-HDI), is funded through the Cabinet for Health and Family
Services, Division of Child Care (DCC), and is designed to coordinate and support the local
Child Care Resource and Referral (CCR&R) Network across the Commonwealth. Each CCR&R
is designed to ensure that adequate, quality child care programs are available in each Area
Development District (ADD) to meet the needs of families, provide referral information to
families seeking child care, increase family knowledge of the characteristics of high quality early
care and education services, and increase provider access to training and/or professional
development opportunities. CCR&R services are regulated with the statutory requirement per
KRS 199.8992. This statute states the following: "To the extent possible with available funds,
the Cabinet for Health and Family Services shall develop through a system of contracts, a statewide
network of community based child-care resource and referral services. The network
shall include one (1) resource and referral agency per area development district as designated
by the cabinet." This contract will result in the overall quality of Child Care Resource and
Referral Services being continuously maintained and enhanced.
UK-HDI shall provide coordination and leadership to a statewide network of community based
agencies to provide CCR&R services, which include, at a minimum, the CCR&R services
designated in KRS 199.8992.
