Children's Justice Act Task Force Scope of Work Background: The Kentucky Children's Justice Act (CJA) Task Force is established in accordance with the Child Abuse Prevention and Treatment Act (codified at 42 USC 5106c) (Children's Justice Act) which authorizes grants to states to develop, establish, and operate programs designed to improve: (1) The handling of child abuse and neglect cases, particularly cases of child sexual abuse and exploitation, in a manner which limits additional trauma to the child victim; (2) The handling of cases of suspected child abuse or neglect related fatalities; (3) The investigation and prosecution of cases of child abuse and neglect, particularly child sexual abuse and exploitation; and (4) The handling of cases involving children with disabilities or serious health-related problems who are victims of abuse or neglect. The Kentucky CJA Task Force reviews and evaluates State investigative, administrative and both civil and criminal judicial handling of cases of child abuse and neglect, particularly child sexual abuse and exploitation. The Task Force makes policy and training recommendations and may make such other comments and recommendations as are considered relevant and useful to the Cabinet for Health and Family Services. The University of Kentucky College of Social Work Training Resource Center (UK TRC) will provide administrative and logistical oversight and support to the activities of the CJA Task Force. The administrative and logistical support includes: I. Logistical Support « Facilities arrangements for CJA meetings « Sending out meeting reminders « Keeping updated files on the CJA including committee and sub-committee work « Providing technical support, including web-based support « Assisting Task Force, as needed, with problem definition and resolution « Completing timely meeting minutes and distributing via listserv « Meeting facilitation II. Strategic Planning « Working with the Cabinet to recruit and train new CJATF members « As required by federal law, assist the CJATF and CHFS in developing a three-year strategic plan « Assist CJATF and CHFS in completion of federally-mandated assessment of child welfare system in Kentucky III. Assistance with Implementation of CAPTA requirements « Monitor membership compliance delineated by CAPTA and CJA bylaws « Provide oversight and technical assistance to CJATF activities to ensure compliance and congruence with federal guidelines related to CJA specific activities « Assist Task Force and CHFS with drafting of federal reports IV. Administer CJA Task Force Funding Protocols « Work with CJATF and CHFS to delineate RFP/RQF processes and protocols « Ensure funding parameters are congruent with federal guidelines related to priority funding areas for Task Force projects « Work with Task Force and CHFS to delineate appropriate proposal review processes and communications related to funded projects « Work with Task Force and grantees (funded projects) to ensure compliance with funded proposal, included, but not limited to: internal reports, data collection, analysis, and explicit connection of project goals to federal parameters « Manage and provide oversight of funding awards to grantees, including accounting of project expenditures « Serve as liaison between grantees (funded projects) and Task Force
