Citizen Review Panels Scope of Work Background Citizen Review Panels (CRP) were established in 1999 pursuant to an amendment to the federal Child Abuse and Prevention Treatment Act (CAPTA). Kentucky CRPs are located in the Jefferson and Southern Bluegrass regions, as well as a statewide Panel which was developed in 2009. In any given year, there are approximately 50 volunteers serving as CRP members. The Panels meet regularly to review and make recommendations regarding policies, procedures, and practices of the Department for Community Based Services. The University of Kentucky College of Social Work Training Resource Center (UK TRC) will work in concert with the state Citizens Review Panels (CRP), the Cabinet for Health and Family and Services, and other child welfare/advocacy entities to provide administrative and logistical support to the Kentucky Citizen Review Panels. These duties include: I. Logistical Support « Facilities arrangements for CRP meetings « Sending out meeting reminders « Keeping updated files on all CRPs, including committee and sub-committee work « Providing technical support, including web-based support « Assisting panels as needed with problem definition and resolution « Working in coordination with Cabinet Liaison to keep DCBS leadership apprised of Panel goals and accomplishments II. Assistance with Implementation of CAPTA Requirements « Assisting CRPs with acquiring and collecting pertinent materials and information « Working with CRPs and panel chairs to prepare an annual report detailing the work of the CRPs « Monitor membership compliance delineated by CRP bylaws « Provide oversight and technical assistance to CRP and CHFS to help ensure compliance with federal guidelines related to Citizen Review Panels and CAPTA III. Strategic Planning « Recruiting and training new CRP members « Assisting Panels in setting priorities and objectives for their work « Planning an annual retreat for CRPs for the purpose of networking and ongoing collaboration
