Description
The purpose of the contract is to provide technical assistance and outreach to support advocates as they
lead local and state smoke]free campaigns. KCSP will train community members to collect air quality
data, and support them as they disseminate the findings to support policy change. KCSP will analyze the
data, create community]specific reports, and post on our website. KCSP will analyze existing county level
data and create user]friendly fact sheets to disseminate timely information and data to promote smokefree
policy. We will maintain our website, serving as a clearinghouse for up]to]date information on
secondhand smoke and smoke]free policy, including updating our smoke]free ordinance data base. We
will plan and implement a statewide smoke]free conference to facilitate the exchange of best practices
among community advocates to promote smoke]free environments and public health.
In addition, we have proposed three new projects focusing on special populations. First, the Eastern
State Hospital Outpatient Tobacco Treatment Program project aims to 1) implement an outpatient
tobacco treatment program for individuals with behavioral health challenges; and 2) evaluate the
completion rates and smoking cessation/reduction outcomes of the program. Second, the Assessment
of LGBT Event Smoke]free Facilitators and Barriers to Tobacco]Free Policy Adoption and Tobacco
Treatment Integration in One Urban and One Rural Kentucky Community project aims to assess
facilitators and barriers to adoption of tobacco]free policy and integration of tobacco treatment at LGBT
events (e.g, Pride festivals, LGBT community centers) in an urban and rural community in Kentucky.
Third, the Increasing Access to Tobacco Treatment Specialist Training project aims to provide Tobacco
Treatment Specialist Training Tuition Scholarships to 10 individuals with preference given to tobacco
control specialists in local health departments and health professionals in areas of Kentucky without
tobacco treatment specialists or who will serve diverse and special population groups.
