The Center for Applied Energy Research will provide guidance/consultation and technical assistance to local governments on energy efficiency and conservation, specifically on the use of Energy Savings Performance Contracting (ESPC) as a vehicle to achieve these savings through technical and procurement assistance as well as project monitoring and oversight.
