Description

The planning, design and building of public infrastructure is typically a long-term process and requires a significant investment of resources. This infrastructure may include transportation facilities or networks such as highways, bikeways, pedways and trails; associated facilities such as parking and other mode-transition areas, public and commercial facilities that link to and complement the transportation system, and pre-existing landscape features that interact with new transportation facilities. The design and planning process has traditionally focused on solving the myriad of technical problems facing the transportation professionals with limited effort expended on the social, cultural, visual and other aspects of the community's context. These latter items often become critical late in the project and can dictate ultimate success or failure. The process of deciding how and where to make transportation investments is straightforward and in most cases is linked to the physical needs and demands of the system (i.e. safety, capacity, economic development, etc). Civil engineers and/ or planners who have been exposed to the technical issues throughout their academic years frequently make these decisions. What is often forgotten or left until late in the development process is the goal of improving the human landscape through an appropriate level and type of enhanced investment in public infrastructure. In short, the goal of improving the human landscape is quickly lost in the contention over what is to be built and where.
