Abstract The goal of this study is to analyze the effects of expanded Medicaid/SCHIP eligibility and programmatic features, particularly waiting periods on transitions from private insurance coverage among a sample of American low-income children using monthly datafrom the 2001 panel of the Survey of Income and Program Participation (SIPP), a nationally representative data set. The estimation approach will combine multilevel modeling and event history analysis, using a robust array of variables measuring programmatic features, individual child, family, and state attributes. Results from this proposed study are expected to contribute to existing literature as well as inform health policy debates about ways to achieve effective and efficient reductions in the number of uninsured individuals as well as increased coverage and retention rates in private insurance, especially for the low-income population.
