Human Development Institute Evaluation Unit, University of Kentucky Early Childhood Access for All Network (EC-AALN) Evaluation Prime Sponsor: TN Department of Education subcontract of UT 24-2883 [University of Knoxville -CLEE] Budget Justification 6/01/2024 – 6/30/2027 Abstract The Human Development Institute''s Evaluation Unit will assess the TN Department of Education’s professional development efforts to increases access to inclusive learning environments with high- quality core instruction for students with disabilities in early childhood classrooms. The EC Access for All Network (EC AALN) program, through University of Tennessee CLEE as prime contractor, partners with school districts across the state to provide in-depth coaching and professional development to participating district leaders and educators. AALN provides intensive one-on-one coaching for district leaders and educators to foster more engagement and collaboration. HDI will be responsible for continuous collection and analysis of evaluation data related to project activities as to be defined by project logic model and evaluation plan. Providing formative evaluation results to show progress of professional development activities using one-pagers, reports, and online dashboards. Through rigorous evaluation, the Human Development Institute aims to provide insights into the project''s strengths, areas for improvement, and long-term viability, ultimately informing future efforts for the provision of professional development to district leaders supporting reading and mathematics instruction. The Evaluation Unit will scrutinize the effectiveness, reach, and sustainability of these professional development initiatives, assessing their impact on building district capacity to support educators and drive positive student outcomes.
