Description
OBJECTIVES: The objective of this study is to evaluate the effectiveness of current KYTC staffing levels
and the use of consultants/contractor services for selected activities. In addition, the study will detennine
the optimal staffing levels for KYTC and identify the core set of services that should be provided by in
house staff and those that are best delivered by others.
