More specifically, Kentucky proposes to expend funds for infrastructure improvement and direct treatment to improve access to high quality services that will improve outcomes. The evaluation will include formative evaluation which will provide data for program improvement as well as a summative evaluation that examines the impact of the program on client outcomes.
