Mountain Comprehensive Care Center Fatherhood FIRE Evaluation
Scope of Work
The University of Kentucky College of Medicine, Department of Behavioral Science, in
conjunction with the UK Center on Drug and Alcohol Research, will be responsible for
conducting the evaluation for the Administration for Children and Families (ACF) funded project
with Mountain Comprehensive Care Center. The evaluation approach for this grant is
conceptualized as a mixed methods process evaluation and outcome study incorporating a
pre/posttest design. This approach will incorporate a qualitative component that focuses on
process measures collected through interviews and secondary data collection from client files in
order to understand factors and strategies associated with successful implementation of the
Fatherhood FIRE Program. The quantitative component will evaluate program outcomes.
Program participants will be evaluated against a comparison group of justice-involved fathers to
provide estimates of the Fatherhood FIRE Program’s ability to: (1) promote and sustain healthy
marriage and relationships; (2) strengthen positive father-child engagement; (3) improve
employment and economic mobility opportunities; and (4) decrease barriers that prohibit
participants from being the most effective and nurturing parents at program completion and 6
months post-program completion. Reports will be provided to key personnel for regular CQI
meetings and annually to report process and outcome findings.
