Abstract
The Hazard Mitigation Grants Program Office (HMGP) of the Martin School of Public Policy and
Analysis is located in Bowman Hall at the University of Kentucky, in Lexington, Kentucky. The
HMGP Office is staffed by a Program Coordinator, Planning Grants Manager, two (2) Project
Grants Managers, and three (3) Graduate Assistants. The HMGP Office is contracted by the
Kentucky Emergency Management Division (KYEM) of the Kentucky Department of Military
Affairs to provide technical assistance, training, application development and processing, and
grant project management, for the Federal Emergency Management Administration (FEMA)
Hazard Mitigation Assistance Grants Program (HMA). The Office also houses FEMA employees
(when deployed) and works statewide with local and regional governments and organizations
at the direction of KYEM. The Office staff travels statewide to conduct training seminars,
applicant briefings, award briefings, and project site visits. The Office staff attends KYEM
sponsored meetings (both in-state and out-of-state) and FEMA training as needed. Funding is
derived from FEMA Management Cost (MC) funds from its disaster, and FMA grants awarded in
Kentucky.
