Abstract FRT 242, Development of KYTC Maintenance Temporary Traffic Control (TTC) Guidebook 02/01/2025-06/30/2026 PI: Catherine Keathley KYTC currently does not have a single readily accessible guidance source for temporary traffic control (TTC) applications for use by KYTC Maintenance forces. Although KYTC policy generally assumes that Maintenance crews will apply TTC measures compliant with MUTCD Chapter 6, many job types and conditions require TTC setups, devices, or actions that exceed MUTCD standards. KTC will Research to identify the relevant MUTCD standard, guidance, and KYTC policy applicable to each (Safety & Health Administration Guide & other policy manuals or documents) applicable to KYTC Maintenance scenarios. Validate that the list of proposed TTC scenarios is complete and appropriate for coverage of most KYTC Maintenance job types and situations. Examine other DOTs current TTC guidance. Create standard Typical Applications that include setup diagrams, guidance & policy. Develop a method of indexing the Typical Applications to OMS activity codes. This indexing could later be cross-referenced to KYTC’s JHA library and linked through online Job Safety Briefings based on the job type / activity code. Create a user-friendly online guide and a printed pocket guide that could be carried easily by employees to job sites.
