Description
The Kentucky''s Early Intervention System (KEIS) Program provides services to
children 0 to 3 at risk of developmental delays, as specified in IDEA Part C and 911
KAR2:100-2:180 and 2:200.
The Part C Coordinator provides oversight to all aspects of the KEIS program. Effective
October 9th, 2013, the Part C Coordinator shall provide oversight to the Early Childhood
Branch taking on the responsibilities of a Branch Manager including assuring that all
federal reporting requirements are completed within the deadlines established by the
Office of Special Education Projects.
The Early Childhood Branch currently has a combined budget of about $70 million,
which includes three sections and nine programs. The Part C Coordinator makes
recommendations to DPH/Division of Adult and Child Health/Early Childhood
Development management on changes to the Early Childhood Branch as well as
monitoring that the program remains within budgetary constraints. DPH, SLA does not
have a person on staff with the experience to act as Part C Coordinator. Without the
Part C Coordinator, the program would not have the necessary management, reporting,
and oversight. The Part C General Supervision Coordinator provides implementation
of the general supervision system as required by IDEA Part C which includes technical
assistance and recommendation of changes to the KEIS system to improve compliance
and improve system performance.
KEIS is Kentucky''s Early Intervention System (KEIS) that is mandated by the Federal
Part C Program to serve children from birth to age 3 who have a developmental delay
or a specific medical condition that is known to cause a developmental delay. KEIS
services are provided statewide and are coordinated by the Cabinet for Health and
Family Services. Kentucky has provided early intervention services for approximately 20
years.
