FY22 (23) Local Technical Assistance Program (LTAP)

Abstract FY22 (23) Local Technical Assistance Program Kentucky’s Program is designated a Local Technical Assistance Program (LTAP) by the Federal Highway Administration (FHWA). Similar centers exist in all 50 states and Puerto Rico These centers share a common mission to “foster a safe, efficient, and environmentally sound surface transportation system by improving skills and increasing knowledge of the transportation workforce and decision makers.” Through the state departments of transportation, FHWA provides funding for this purpose. The LTAP is located within the Technology Transfer Program at the University of Kentucky, Kentucky Transportation Center. Kentucky has 120 counties and 416 incorporated cities. There are over 78,000 road miles in Kentucky and approximately 49,000 miles are local roads. Kentucky is recognized by FHWA as a Roadway Departure state. Kentucky also has over 7,000 bridges. This comprehensive work plan focuses on the four focus areas of the Local Technical Assistance Program: Safety, Infrastructure Management, Workforce Development, and Organizational Excellence. To deliver technology in all of these focus areas, we use trainings, publications, a website, social media, a lending library, an equipment loan program, and technical assistance. The plan and budget reflect customer demands expressed through workshop evaluations, telephone calls, needs assessments, face-to-face discussions and those gathered at public meetings. Because of the customer-driven nature of technology transfer, additional projects can be expected and will be added to meet customer needs. LTAP prepares The LINK newsletter focused on implementing new technologies and sharing of information to local governments. The link goes to over 4,000 individuals. LTAP also sends a monthly e-news on legislative updates, training, and technical assistance.
