CMHI Abstract
The proposed Children’s Mental Health Initiative (CMHI) project is led by the Kentucky Department for
Behavioral Health, Developmental & Intellectual Disabilities with an overall goal of enhancing and
sustaining Kentucky’s System of Care approach for justice-involved or welfare-involved children with or
at risk of a serious emotional disturbance. The Human Development Institute at the University of
Kentucky will evaluate the program by working with state leadership, regional implementation
specialists, community mental health centers, and department of justice/AOC partners to develop data
collection and evaluation plans. HDI will also create and implement a summative evaluation plan to
examine the collective impact of grant activities.
