Description
This project (funded through the U.S. Department of Agriculture's Foreign Agricultural Service) will
involve three major objectives:
-Construction a Policy Analysis Matrix (PAM) model for Haitian agriculture
-Training professionals in Haiti on collecting data needed for a PAM model and its in policy
decision-making
-Disseminating the results of analysis using the PAM model for professionals throughout Haiti
In order to complete these objectives, the project team will make multiple trips to Haiti in order to
develop a work plan, assess existing data, collect data and construct the PAM, and use the PAM to
analyze policy alternatives. The training on PAM with Haitians will help to institutionalize the model so
that it becomes an important tool for Haiti¡¦s Ministry of Agriculture, Natural Resources, and Rural
Development. The dissemination of the PAM model results will help decision-makers throughout Haiti
understand the implications of proposed agricultural policy changes.
