HSM, Evaluation and Implementation of Highway Safety Manual Methodologies

Develop a transition plan from current KYTC uses of crash rates, critical rate factors or any other non-HSM methods of evaluating crash data to the use of HSM Methodologies as defined in this research, • Assess the level of effort required to implement a full HSM transition plan for the KYTC Division of Planning and their consulting partners, • Develop guidelines for application of before-and-after procedures as recommended in the HSM, and • Continue research to improve the SPF development and analysis of the results based upon the business needs of KYTC. Coordinate with HSM research being performed by STC universities (including UK) to maximize regional approach to development of SPFs and CMFs.
