Scope of Work: IDEA Part B Data, Fiscal, and Monitoring Support
IDEA Part B Data, Fiscal, and Monitoring Support
Through ongoing, virtual and in-person (as possible) meetings with the Kentucky Department of
Education’s (KDE) Office of Special Education and Early Learning’s (OSEEL) Individuals with Disabilities
Education Act (IDEA) Part B Data Manager and financial analysts, along with the Directors of the Division
of IDEA Implementation and Preschool (DIIP) and Division of IDEA Monitoring and Results (DIMR), the
Human Development Institute (HDI) will:
• Provide direct and indirect services and support to the Part B Data Manager with Section 618 Data
submissions. This will include the ongoing updating of IDEA data collection and submission
processes and procedures as needed. In addition, HDI will assist in the collection, review, validation,
and submission of the data as well as designing and populating databases and spreadsheets to
maintain and report the following required IDEA data as needed:
o December 1 Child Count including Educational Settings
o Students with Disabilities Exiting Special Education
o Removals (suspensions/expulsions) of Students with Disabilities from their classrooms or
schools
o Maintenance of Effort (MOE) and Coordinated Earl Intervention Services (CEIS)
o Dispute Resolution including Complaint Investigations, Mediations, Due Process Hearings, and
Expedited Due Process Hearings
o Personnel Employed to Provide Special Education and Related Services including Special
Education Teachers, Paraprofessionals and Related Services Providers
• Provide direct and indirect services and support to the Part B Data Manager with Section 616 Data
related to the State Performance Plan (SPP) and Annual Performance Report (APR):
o Assist in the collection and preparing of data to staff for the various SPP/APR Indicators
o Assist in the collection and preparing of data to staff around the State Systemic Improvement
Plan (SSIP) and State Identified Measurable Results (SIMR)
• Provide direct and indirect services and support to the OSEEL Financial Analysts specific to:
o Local district maintenance of effort requirements of the IDEA
o Local district excess cost requirements of the IDEA
o Calculation of local district allocations under both Sections 611 and 619 of the IDEA
o Review of local district applications for IDEA funds using Kentucky’s online GMAPS process that
includes budgeting IDEA funds
o Report IDEA required State Maintenance of Financial Support as required in the State’s annual
application for IDEA funds under Part B of the IDEA
• Provide direct and indirect services and supports to the special education divisions of the state’s
nine (9) regional educational cooperatives funded by the Office of Special Education and Learning.
Support will include:
o Review of quarterly reports provided by the coops to OSEEL that demonstrate status and
progress on deliverables.
o Provide feedback to the special education coops around the quarterly reports.
