ABSTRACT – Alternate Kentucky Summative Assessment The vendor will provide the services of its employees in the implementation of Statewide Alternate Assessment program for Kentucky known as the Alternate Kentucky Summative Assessment (AKSA). The program has two components to meet the expectations of College and Career Readiness for students with the most significant cognitive disabilities. The first component meets the academic expectations and includes both the Attainment Tasks (ATs – which are performance events) fulfilling the requirements of all content area statewide accountability testing for ESSA, and the Transition Attainment Record (TAR – which is a skill rating scale) which fulfills the state requirements for the college prep exam, currently the ACT. The second component meets the career expectations and includes the Career Work Experience Certification (CWEC) and the Employability Skills Attainment Record (ESAR) for students participating in Kentucky’s Alternate Assessment. These components fulfill federal regulations related to the Every Student Succeeds Act (ESSA) and the requirements of the Individuals with Disabilities Education Act (IDEA) as well as Kentucky state law. The work of the vendor ensures that students with significant cognitive disabilities are represented in Kentucky’s assessment and accountability system and are included in federal reporting. The Kentucky Alternate Assessment Program (KAAP) provides multiple ways for the Individual Education Plan (IEP) team (including general and special education teachers, families, and students) to measure student performance, encourage student choice and decision-making, merge instructional and assessment activities, and build support for meaningful participation in appropriate general education curriculum.
