Periodically throughout the course of each year, the Kentucky Transportation Cabinet requires researchers and technicians from the Kentucky Transportation Center to conduct forensic evaluations, provide design assistance, perform materials evaluations, or carry out other activities in support of state-funded highway design and construction projects. These activities, referred to as “Kentucky Highway Investigative Tasks” (or KHITs), are typically urgent in nature and short in duration. During the course of this project, as directed by the Research Coordinator of the Kentucky Transportation Cabinet, KTC staff will carry out such activities as are needed to support the needs of the Cabinet related to designated state-funded highway design and construction projects. No work will be performed except as described in a Task Order that has been fully executed by the Transportation Cabinet and approved by the Cabinet’s Research Coordinator. The specific work to be performed for each Task, as well as the schedule and budget for that specific Task, will be described in the Task Order. Tracking of work accomplished and funds expended for each Task will be accomplished just as is currently done for Unforeseen Investigations. When each Task is created, it will be assigned a Task Number (also referred to as a subaccount number). These Task Numbers will be used for tracking of expenditures, for invoicing, and for progress reporting. A summary of the expenditures and brief summary of work completed on each task will be provided on a monthly basis to allow for proper distribution of the invoiced charges to the appropriate funding strips.
