Kentucky Procurement and Technical Assistance Program Proposal
Submitted by the Kentucky Small Business Development Center, University of Kentucky
The Kentucky Small Business Development Center (KSBDC) is seeking to develop a statewide
Procurement and Technical Assistance Program (PTAP) under the Defense Logistics Agency’s Funding
Opportunity Number "DLA-20130412-Kentucky”. The Procurement Technical Assistance Program (PTAP)
will provide assistance to businesses in the marketing of their products and services to Federal,
state and local governments. Kentucky’s small businesses will receive support in the preparation
and engagement in the procurement process. Procurement specialists will work with Kentucky
businesses to understand the government procurement market potential for their services and
products; reduce the barriers inherent in government contracting; and assist existing government
contractors with market expansion.
The DLA requires a dollar for dollar match for the federal funds. KSBDC has match commitments from
the Cabinet for Economic Development, ($100,000), Lexington Fayette Urban County Government
($63,537), and Greater Louisville Inc.($3,580). The main PTAP office will be in Lexington with a
satellite office in Louisville (in-kind provided by GLI). Statewide services will be provided
through circuit rides and using online meeting technology.
PTAP Services to be offered:
1. Individual Counseling
2. Government Procurement Workshops
3. Government Market Research and Marketing Strategies
4. Certifications and Registrations
5. Policies and Regulations (FAR, Supplements, DCAA, DCMA, etc)
6. Bid Match Opportunities
7. Bid and Proposal Assistance
