The Collaborative Center for Literacy Development (UK-CCLD) will serve as the evaluator for the Kentucky Reading First Initiative. CCLD Evaluation will employ both quantitative (evaluative, descriptive and inferential) and qualitative (evaluative, descriptive, action research and ethnographic) procedures. CCLD will develop a multi-layered, in-depth scientifically based research process that evaluates the overall effectiveness of the KY Reading First Program and ensures regular ongoing input into the professional development process. The evaluation will examine the effectiveness of KY Reading First from three (3) perspectives: KY Reading First program implementation, reading achievement gains of K-3 Students and the impact of KY Reading First on reducing the numbers of students reading below grade level.
