Abstract KHIT 168, Enhanced Pavement Prioritization Index Implementation and Pavement Management System Oversight and Support PI : Bryan Gibson Co-I: Jon Wilcoxson 12/1/2025- 10/31/2026 Kentucky Transportation Center (KTC) researchers worked with Kentucky Transportation Cabinet (KYTC) subject-matter experts to develop the Enhanced Pavement Prioritization Index (EPPI). This index, partially modeled on methods adopted by other states, can be used to approach project prioritization more holistically. Potential projects are scored on 10 final factors after testing eliminated two variables due to data issues. The factors are grouped into three categories — Condition, Mobility, and Safety. Weights were assigned to each factor through the Analytic Hierarchy Process. Two factors are included in the Condition category: Pavement Distress Index and Highway Performance Monitoring System (HPMS) Cracking %. The Safety category also has two factors: Mean SCRIM Coefficient (MSC) and Rutting. And the Mobility category includes six factors: Average Daily Traffic, Average Daily Truck Traffic, Snow and Ice Priority System, Truck Route, Functional Classification, and the Criticality Index. Implementing the EPPI to assist with project selection requires integration into KYTC’s Pavement Management System (PMS). Additional updates to PMS are also needed to complete the next Transportation Asset Management Plan (TAMP), which is to be updated every 4 years per federal requirements as well as provide KYTC with increased usability of performance modeling, treatment options, decision trees, and other functionalities within PMS. Mott MacDonald has the qualifications and certification from Trimble necessary to provide specific service and customized support for AgileAssets Pavement Analyst tool used by KYTC. At KYTC’s request, Mott MacDonald will serve as a consultant to KTC to update the Pavement Management System for KYTC. Mott MacDonald with serve as a consultant to KTC for this project as they possess the certification, specific knowledge, and customized skills necessary to update the Cabinet’s PMS. OBJECTIVES • Ensure EPPI is integrated in PMS per KYTC requirements. • Work with Mott MacDonald to confirm PMS is updated per KYTC requirements and business processes including testing and providing feedback. Verify changes and updates to PMS provide accurate outputs for KYTC to forecast conditions and spending scenarios to improve pavement management processes
