Description

The Institute will establish and administer for the Department the Environmental Protection Scholarship Program for students enrolled in the state universities in Kentucky. The purpose of the program is to procure highly qualified individuals to fill the Department's personnel needs and improve the overall expertise in environmental protection within the Department. The Institute on behalf of the Department on an annual basis will award scholarships. Scholarships may include tuition, and a stipend. The amount of the stipend shall not exceed the reasonable costs for fees, room, board, and books. Scholarships shall be known as Environmental Protection Scholarships. Applicants for an Environmental Protection Scholarship must qualify and become full-time students at one of the state universities. The Department shall specify on an annual basis additional criteria for qualification to receive a scholarship. Such criteria shall be submitted to the Institute in writing upon signature of this agreement and every December thereafter. Criteria shall include a list of the disciplines, grade standing, minimum grade point average, or other factors deemed appropriate by the Department. The Institute shall develop, in consultation with the Department, brochures describing the scholarship program and an application form. The Institute will distribute copies of both to Financial Aid Offices and appropriate academic departments in the Commonwealth's colleges and universities. Applications must be submitted to the Institute by February 15th each year. The Institute, through its Committee on Research and Policy, shall review every application and make recommendations to the Department on candidates to be considered for Environmental Protection Scholarships. The Department by April 1 of each year must receive recommendations. The amount of each scholarship award shall be determined by the Institute in consultation with the Department and shall be based upon the approximate costs of tuition, room, board, books, and fees, as well as the availability of funds. Scholarship recipients must sign a contract with the Department as a condition of receiving the scholarship. The contract shall require the student to maintain a minimum grade point average, maintain full-time status at the university, remain in an academic program acceptable to the Department, provide copies of all grade point reports issued by the university, and, after graduation, work one (1) calendar year for the Department for each academic year a scholarship was received. Scholarships are to be awarded on an annual basis. Scholarship awards are renewable, however, in no event shall a recipient receive scholarships for more than four (4) academic semesters under this program. Scholarships must lead to an undergraduate or graduate degree. If a scholarship recipient breaches the program contract, the recipient shall refund all scholarship monies received and applicable interest charges to the Institute. If a recipient resigns from the Department, or is dismissed by the Department due to a violation of any personnel statute or administrative regulation, prior to fulfilling the employment obligation, the recipient shall refund all scholarship monies received and applicable interest to the Institute. Refunded monies shall only be used to fund scholarships under this program. If the Department breaches the contract or is unable to continue funding the scholarship until the recipient graduates, the recipient shall no longer be obligated by the terms of the contract. Scholarship recipients shall be required to work for the Department during summer breaks for a minimum of sixty (60) days for each year of scholarship until graduation. Upon request, this requirement may be waived if it is deemed to be beneficial to the Department. Scholarship recipients shall make application for state employment within thirty (30) days and be available to commence employment with the Department within six (6) months following the award of their degree.
