Abstract
The Human Development Institute''s Evaluation Unit will assess SOAR''s multi-faceted initiative
targeting the Persistent Area Economic Growth (PAEG) in 12 Eastern Kentucky counties. This
comprehensive program, developed in collaboration with regional stakeholders, aims to address
immediate PAEG challenges while laying the groundwork for sustained economic resilience. The
project encompasses seven distinct components: a Social Enterprise Accelerator focusing on
critical community needs; the Future Tech Transfer initiative, which aims to harness technology
and innovation for economic advancement; and targeted outreach and retention strategies to
support PAEG workers through mentorship and digital engagement. Furthermore, the project
prioritizes workforce development by coordinating employer-driven training partnerships and
establishing specialized training facilities like the Appalachian Digital Career Center and the
Patient Care Technician Training Facility. The Evaluation Unit will scrutinize the effectiveness,
reach, and sustainability of these initiatives, assessing their impact on job creation, skills
development, and overall economic stability in the region. Through rigorous evaluation, the
Human Development Institute aims to provide insights into the project''s strengths, areas for
improvement, and long-term viability, ultimately informing future efforts to combat economic
disparities in Eastern Kentucky.
