Description
The responsibility for monitoring commercial vehicles on Kentucky's
roadways and enforcing the applicable laws and regulations falls primarily on Kentucky Vehicle
Enforcement (KVE). The functions carried out by KVE are critical to protecting Kentucky's
surface transportation infrastructure and protecting the health and safety of Kentucky's citizens.
The responsibilities for vehicle enforcement were shifted from the Transportation Cabinet to the
Justice Cabinet in 2004; however, many of the activities performed by KVE have a direct impact on
protecting the highway infrastructure, improving highway safety, and maximizing Road Fund
revenue. Primary activities involving KVE include commercial vehicle size and weight
enforcement, work zone speed enforcement, and general traffic monitoring and enforcement. It is
important to quantify and document the value of these activities in Kentucky in order to provide
decision-makers with objective and reliable data for optimizing investment in commercial vehicle
enforcement.
