Description

Abstract OHS, Kentucky MMUCC Report Card Assess Kentucky’s adherence with the updated data elements and collection procedures in the 6th edition of the Model Minimum Uniform Crash Criteria (MMUCC), published in January of 2024, and identify strategies to ensure Kentucky aligns with the newest updates. The Model Minimum Uniform Crash Criteria (MMUCC) is a voluntary crash reporting guideline with a standardized set of data variables to describe motor vehicle traffic crashes. The goal of the MMUCC is to help standardize crash reporting nationwide, allowing for the identification of traffic safety problems and design countermeasures to improve traffic safety. In January of 2024, NHTSA published the 6th edition of the MMUCC which includes new suggestions to ease electronic data collection. Additionally, Kentucky is currently in the process of redesigning its electronic crash data collection system. A thorough understanding of the latest changes, additions, and suggestions outlined in the 6th edition of the MMUCC would enhance Kentucky’s efforts in redesigning the crash data collection process. To address this, this project would: 1) Assess Kentucky’s current adherence to the guidance in the 6th edition of the MMUCC 2) Identify areas of improvement with Kentucky’s crash data collection process that align with MMUCC recommendations. Project results would provide Kentucky with an overview of how the current crash reporting system aligns with the most recent MMUCC guidance, providing the state the opportunity to enhance crash data collection procedures during the upcoming crash reporting tool redesign. Review the entirety of the latest MMUCC 6th edition to note changes in data elements and suggested data collection procedures. Assess the completeness of Kentucky crash data elements against the suggested minimum data elements with the 6th edition of the MMUCC. Identify crash data elements and collection procedures currently lacking in Kentucky’s crash records database. Evaluate and prioritize crash database elements and collection procedures in accordance with MMUCC guidance. Review Kentucky’s current crash data elements and collection procedures. Identify data elements and collections procedures outlined in the MMUCC that are lacking in Kentucky’s current crash reporting system. Work with users of the crash database to prioritize the elements and procedures currently lacking from Kentucky’s crash system for inclusion in the upcoming redesign of Kentucky’s electronic crash data collection system. Document all suggested enhancements to Kentucky’s crash reporting system based on the latest MMUCC guidelines and make the document available to the Kentucky State Police for use in the upcoming crash reporting redesign.
