University of Kentucky Human Development Institute Scope of Work for Interpreter Services for the Kentucky Office of Vocational Rehabilitation Performance Period: 07/01/2022 – 06/30/2024 Goal The Kentucky Office of Vocational Rehabilitation (OVR) will support the University of Kentucky Human Development Institute (HDI) to provide high quality interpreting services to consumers and staff of the Office of Vocational Rehabilitation to fulfill its mission to promote full inclusion and integration. Activities The HDI will establish and maintain one interpreter coordinator (IC) position and six interpreter positions to provide comprehensive direct services to consumers and OVR staff who are deaf or hard of hearing. The IC (1.0 FTE) will supervise and coordinate interpreting services in compliance with OVR policies and procedures and best practices, collaborate with other organizations that serve people who are deaf, hard of hearing, or deaf/blind and provide interpreting services to OVR staff and its consumers. The interpreters (6.0 FTE) will provide interpreting services in compliance with OVR policies and procedures and best practices, collaborate with other organizations that serve people who are deaf, hard of hearing, or deaf/blind, and provide interpreting services to OVR staff and its consumers. Per Kentucky statute, the interpreting staff will maintain a license and nationally recognized credential to provide interpreting services. They will complete continuing education activities as needed to fulfill licensure and certification requirements. HDI will collaborate with OVR to evaluate the provision of interpreting services to ensure consumer needs are met and to support quality improvement. HDI will collaborate with OVR to develop accessible and culturally appropriate products (written, audiovisual) to promote interpreting services to the deaf community. Reporting The Principal Investigator will submit quarterly reports to the Office of Vocational Rehabilitation that include number of people served, number of formal interagency collaboration agreements, expenses and other information needed to support effective implementation and service delivery. 1
