Description
The University of Kentucky Research Foundation, Kentucky, Center for Applied Energy
Research (CAER) shall provide support services over a broad range of technical issues
to the Cabinet for Health and Family Services (CHFS) for oversight activities at the
Paducah Gaseous Diffusion Plant (PGDP). This work shall be provided by CAER
through the utilization of professional staff, faculty, research staff, and students.
The work of the Radiation Control Branch to fulfill CHFS statutory mandates as they
relate to Kentucky''s oversight role of the decommissioning and remediation actions
at the Paducah Gaseous Diffusion Plant are specified in two (2) distinctly different
agreements. These are three (3) party agreements that specify the responsibility of the
Department of Energy, the Energy and Environmental Cabinet (as it is now known) and
the CHFS Radiation Health Branch. Agreement in Principle (AIP) is an agreement which
specifies the field work, sampling, analysis and reporting requirements. Federal Facility
Agreement (FFA) is an agreement which specifies roles, the regulatory processes,
document review processes and responsibilities.
