PL 34, County Road and City Street Finance: FHWA Form 536 Study

The purpose of this project is to complete form FHWA-536 for Kentucky for Fiscal Year 2017. This will cover the period of time between July 1, 2016 and June 30, 2017. To provide the needed data for this study, the Kentucky Transportation Center (KTC) will obtain pertinent information from fiscal year 2017 county and city financial data housed in the offices of the Kentucky Department for Local Government. Additionally, KTC staff will coordinate efforts with the League of Cities, the Lexington Fayette Urban County Government, and the City of Louisville to gather needed information from the financial statements from these sources. The needed information will be gathered from these sources and analyzed to complete Form FHWA- 536. Completion of Form FHWA-536 is required on a biennial basis by FHWA for all FHWA Jurisdictions. This project will allow KYTC to meet the requirements of FHWA by completing the form. Further, the information provided as a part of this form can then be used on a national level to assist FHWA in determining; • Disposition of highway-user revenues • Revenues used for roads and streets, identified by source and type of funds • Road and street expenditures identified by purpose or activity • Local highway debt status
