Abstract
PL 44, County Road and City Street Finance, Form FHWA 536 Study - Fiscal
Year 2021
The purpose of this project is to complete form FHWA-536 for Kentucky for Fiscal Year 2021.
This will cover the period of time between July 1, 2020 and June 30, 2021. To provide the
needed data for this study, the Kentucky Transportation Center (KTC) will obtain pertinent
information from fiscal year 2021 county and city financial data housed in the offices of the
Kentucky Department for Local Government. Additionally, KTC staff will coordinate efforts with
the League of Cities, the Lexington Fayette Urban County Government, and the City of Louisville
to gather needed information from the financial statements from these sources. The needed
information will be gathered from these sources and analyzed to complete Form FHWA-
536.
KTC will make all reasonable attempts to complete Form FHWA-536 by January 31, 2023.
However, ultimate completion of the form will be dependent upon availability of county and
city financial information, access to this information at the individual agencies, and the actual
start date of the contract. In the past the information needed has usually been compiled by
coordinating agencies by December 31 of the year that the FHWA-536 form is due.
Expected Benefits
Completion of Form FHWA-536 is required on a biennial basis by FHWA for all FHWA
Jurisdictions. This project will allow KYTC to meet the requirements of FHWA by completing
the form. Further, the information provided as a part of this form can then be used on a
national level to assist FHWA in determining;
• Disposition of highway-user revenues
• Revenues used for roads and streets, identified by source and type of funds
• Road and street expenditures identified by purpose or activity
• Local highway debt status
