Description

Abstract PL 47, Benefit Cost and Automation of SHIFT SHIFT 2024 is currently in its final stage, project scoring. Previous projects have revised and improved methodologies for many SHIFT components including safety, congestion, reliability, economic impact and road characteristics. Most SHIFT components are “needs” based. Only a relatively small part of SHIFT is benefits based (the SHIFT benefit-cost component) which includes safety and congestion relief benefits. The proposed project, during the SHIFT cycle “off-year” will not only continue to develop SHIFT components and processes but also combine all metrics into an improved B/C for the consideration of the SHIFT steering committee and KYTC management.
