Abstract
SHIFT 2026 Implementation
PI: Reg Souleyrette
The Kentucky Transportation Cabinet seeks assistance in the development of project scores for the
Strategic Highway Investment Formula for Tomorrow (SHIFT). They also wish to consider the
conversion of selected SHIFT components into a benefit cost framework.
The objective of the study is to assist KYTC in preparing scores for the 2026 SHIFT cycle using
both the 2024 methodology and to demonstrate the inclusion of additional SHIFT components into
a benefit cost framework.
