Under MAP-21, transportation agencies are becoming increasingly reliant on data for planning and programming, asset management, and performance tracking. An efficient asset inventory database with accurate data is critical to these requirements. The Highway Information System (HIS) maintained by the Division of Planning was initially developed to support the HPMS reporting process. The HIS is being updated as roads are added or modified during construction. However, the continuous change of the highway system makes it a challenging task to keep the information in the HIS up to date. Further, the level of accuracy and precision of the initial data sets vary among the agencies tasked to collect the data. The objective of this study is to develop an audit program of the HIS to ensure key items of the database are accurate. The program shall be able to (1) determine where the data problems exist, and (2) determine the confidence of the data set. This study shall include the asset types LN (through lanes), MD (media), AL (auxiliary lanes), and SH (shoulder).
