Subcontract Scope of Work for Kentucky Pollution Prevention Partnership Subcontract Project Title: Pollution Prevention Craft Cooperatives (P2C2) Description of Pollution Prevention Technical Assistance: The Institute proposes a four-phase initiative to establish P2C2. For this initiative, the Institute will design and implement a cooperative learning program that leverages peer interactions to enhance the educational attainment of the participating craft distilleries. Through the cooperative learning program and the KP3, craft distillers will be given the tools to make substantial reductions to their GHG emissions through strategic partnership. P2C2 will be both an education program and a tool to change the energy culture within these small businesses. Description of Amplifying Pollution Prevention Best Practices: During Phase 1, the Institute will work with the craft industry’s aspirational distilleries that have recently implemented GHG reduction efforts and review existing related content developed by EPA’s Energy Star program and the Distilled Spirits Council of the United States (DISCUS). During this process, the Institute will examine and compile best management practices for small-scale operations. Phase 1 will finish with a daylong event at the Institute’s Annual Industry Conference (March 2023), laying out what is currently known and what is planned in the next year in order to recruit participants. Funding will cover conference organizer effort, exhibitor space, and registration for 10 members from the project team. Conference registration and travel costs for four invited speakers (i.e. sustainability experts and stakeholders from regional P2 programs) will be covered by the funding. For Phase 2, the Institute will utilize consultants from the University of Kentucky’s (UK) Center for Excellence in Learning and Teaching (CELT) to design a cooperative learning program that leverages peer interactions to enhance the educational attainment of the participating craft distilleries. CELT and the Institute will prepare lessons on introductory energy recovery techniques, the environmental impact of GHGs, the economic impact of energy savings and government programs to support investment in GHG reduction. The institute will also create an instructional video that will be made publicly available online and shared with craft distilleries that cannot attend the in-person training events in Phase 3. During Phase 3, the Institute will provide in-person training and peer-to-per mentoring through cooperative facility site-visits modeled after EPA’s Energy Star Treasure Hunts. The training events and cooperative visits will be located in the four regions of KY’s Craft Bourbon Trail: Northern, Central, Western and Bluegrass. There will be one training and one cooperative per region. Documenting Pollution Prevention Best Practices: In Phase 4, a daylong event will be held at the Institute’s Annual Industry Conference (March 2024) to share lessons learned from the P2C2. At the event, cooperatives will provide team presentations on key outcomes from participating in the P2C2. Funds will be used to cover conference organizer effort, exhibitor space, and registration for 10 members from the project team. Additionally, funds will be used to cover conference registration and travel costs for four invited speakers (i.e. sustainability experts and stakeholders from regional P2 programs). The Institute will develop four NEA #1 cases studies, each in both video and pdf format.
