UK/CCDD - Public Policy, Communications and Advocacy Project
The College of Health Sciences at the University of Kentucky (UK) will provide policy, advocacy and communication
resources to the leadership and staff of the Commonwealth Council on Developmental Disabilities (CCDD). In
collaboration with CCDD leadership, this project will provide the personnel needed to execute the required educational
and information dissemination activities, delineated below.
Public Policy Scope of Work
Provide staff to perform the functions of a Public Policy Advisor on a full-time basis. Staff provided by UK College of
Health Sciences shall be housed within the Council’s office. Staff is supervised by Dr. Karen Badger and the Council
Executive Director.
Responsibilities include:
A. Facilitate the Council Public Policy Committee and coordinate public policy activities within the Council and
activities of the Council with those of related organizations; Coordinate activities related to legislative issues and
disability awareness including but not limited to training, education, awareness days and information campaigns
B. Attend meetings of Legislative Committees, and other public policy related entities that address disability
related issues;
C. Gather information from a wide variety of sources to identify issues affecting individuals with developmental
disabilities and assist the Public Policy Committee in setting the Council’s agenda;
D. Analyze and track legislation, policies and issues affecting individuals with developmental disabilities both
federal and state, and prepare and/or distribute related reports and documents;
E. Communicate information to the Council and other interested parties;
F. Represent the Council in various legislative and policy-related settings per approval of the CCDD Executive
Director;
G. Assist Council members with public policy advocacy efforts on behalf of the Council by providing information
and technical assistance with public policy strategy; and
H. Complete appropriate reports on public policy activities as directed by the Council Executive Director
Advocacy & Communications Scope of Work
Provide staff to perform the functions of an Advocacy & Communications Manager on a full-time basis. Staff provided by
UK College of Health Sciences shall be housed within the Council’s office. Staff is supervised by Dr. Karen Badger and the
Council Executive Director.
Responsibilities include:
A. Plans and executes forums to educate developmental disabilities population, concerned citizens and the public
on self-advocacy skills and strategies following consultation with the Executive Director of CCDD and others;
B. Offers resources, tools and peer group information to build and strengthen a Kentucky self-advocacy network;
C. Works with, facilitates, empowers and supports dedicated self-advocates and individuals with intellectual and
DD and other stakeholders; in consultation with the Executive Director of CCDD, provides direction and
coordination to community partners, agencies, schools who serve individuals with developmental disabilities
concerning the creation and maintenance of self-advocacy programs;
D. Schedules and coordinates Kentucky Partners in Policymaking Institute;
E. Coordinates state-wide efforts to link self-advocacy groups;
F. Facilitates KPIP class sessions;
G. Represents Kentucky in regional and national forums, conferences and work groups concerning self-advocacy for
the DD community as required by federal agency.
H. Manages and provides communications regarding advocacy and policy initiatives and Developmental Disabilities
Council activities to the public and within the council, including social media, the CCDD website, a monthly
newsletter and the MemberClicks database;
I. Proofreads and edits Exceptional Family Magazine.

J. Collects, analyzes and reports data on a monthly and quarterly basis in required format; Upkeeps database;
Monitors self-advocacy activities, evaluates the effectiveness of program services; identifies barriers and
develops solutions.
