OBJECTIVES: The projects objectives are to: 1) review current QC/QA practices on KYTC projects; 2) define various QC/QA measures of success; 3) investigate the relationship between pay factors and various QC/QA quality indices and/or measures of success; 4) verify the relevance and fairness of QC/QA pay factors; and 5) identify the barriers preventing the QC/QA specifications from producing optimal outcomes. BACKGROUND: In recent years, the KYTC has implemented a host of QC/QA specifications. There is some anecdotal evidence that perhaps it is not very difficult to qualify for 100% payment or perhaps a bonus on Kentucky projects. One could argue that this is the result of the QC/QA process producing a better quality product. On the other hand, one could argue that the QC/QA specifications are not stringent enough. At any rate, the QC/QA processes must have a periodic critical review component As a part of this review, effectiveness and fairness of QC/QA specifications must be analyzed, and if needed, proper adjustments should be made. This is a very timely topic. The KYTC will be the major source of information for this study; however, information will also be sought from other state and national agencies. Industry feedback will also be incorporated into this process. FY 2007 PROPOSED WORK: It is anticipated that the review of current practices and the definition of measures of success will be completed during the first year of the project.
