Abstract RSF 124, Enhanced Safety Screening for High-Risk Motor Carriers (HP-CMV 20) In FFY 2018 63% of inspections at Kentucky fixed facilities resulted in no safety-related violations found, and 57% of inspection found no violations overall, considerably worse than the National average for FY2018 of 42% of inspections with no violations (from A&I Activity Summary). Inspectors making independent screening decisions are looking at relatively limited sample of traffic between inspections and have varying levels of skill and motivation to select trucks based on an enhanced screening strategy. Kentucky’s vehicle and driver out-of-service (OOS) rates lag behind the national average at 16.68% and 4.24% respectively. (National FY2018 state averages were 19.81% vehicle and 4.91% driver). Kentucky is experiencing staffing shortages, currently 27 inspectors and 35 line officers, which presents challenges in dedicating an inspector/officer to perform the screening function for the project activities. Inspection data is from Kentucky’s SafetyNet database tables. Data for carriers’ BASIC and ISS scores is from the MCMIS Safety and Census Output Transaction (T0031) file provided by FMCSA to the Kentucky CVIEW. This data is combined and analyzed with a Microsoft Access database by David Leddy at KTC. The baseline of FFY2018 will be used for comparison to inspections conducted during periods of the HP Grant activity. The goal of the project is to increase the violation rate on Kentucky inspections for safety-related violations. This violation rate will be tracked during the periods of the project activities to demonstrate the effect of using the screening strategies. As inspectors/officers gain experience and have greater success in finding violations based on the enhanced screening for the project, a secondary objective is that overall violation rates will be affected as the personnel use the enhanced screening independently during their regular shift, and this will also be analyzed. The project will also have an objective to present any noteworthy results at an appropriate FMCSA forum. Objectives: • Develop project activity reporting for KSP-CVE. • Train participating staff in project operation • Monitor activity for increased efficiency in finding violations on project operations. • Monitor overall activity for increased efficiency in detecting violations. • Present noteworthy results at appropriate FMCSA forums.
