Abstract RSF 132, CDL Training and Outreach Project Members of the CDL Advisory Committee have been meeting regularly to coordinate outreach events with county attorneys and district court judges – the individuals responsible for adjudicating more than 99 percent of traffic infractions committed by CDL holders in Kentucky – through conferences, regional trainings, and other events to talk about masking, compliance requirements stipulated by 49 FMCAR parts 383 and 384, and the importance of using adjudication as a tool to encourage better safety outcomes. Committee members have also met with members of the Kentucky Trucking Association to talk about similar issues from a state regulatory and industry perspective. The outreach team also has plans to develop curriculum to use for training law enforcement officers on the importance of correctly citing infractions that will impact a CDLIS driving record and resisting the temptation to just give the driver a warning because failure to ensure compliance can have profound impacts on highway safety. Due to resource constraints current outreach efforts will end in September 2022. CDL Advisory Committee members would like to continue and expand on previous outreach efforts moving forward to ensure that 49 CFR parts 383 and 384 compliance remains on the radar of various CDL stakeholder agencies. Continued outreach ensures that awareness does not atrophy and momentum toward a more coordinated approach to compliance with federal and state CDL statutes and regulations is not hampered. The following initiative addresses several of FMCSA’s national priorities for CDLPI Basic Projects. It will help Kentucky maintain compliance with FMCA CDL rulemakings through expanded training to SDLA employees issuing CDLs. It will also improve accuracy, completeness, and timeliness of CDLIS-required data elements by providing resources for personnel training and freeing up administrators to address data quality issues. It will also support Kentucky’s Division of Driver Licensing (DDL) partnership efforts by allowing members of the Kentucky CDL Advisory Committee to conduct outreach at conferences, workshops, trainings and other events for circuit clerks, local prosecutors, local judges, industry members, law enforcement officials, and highway safety officials. OBJECTIVES • Hire CDL trainers to travel to field office and pop-up locations to train staff about CDL issuance procedures, requirements, and administration. • Develop training materials for CDL trainers to use during training sessions. • Provide presentations, develop materials, and host outreach events for stakeholder groups about compliance with CDL statutes and regulations, best practices, current issues, and other topics. • Evaluate the success of the training and outreach efforts.
