Kentucky relies heavily on High Priority grants for maintaining Innovative Technology Deployment (ITD) core compliance and meeting its commitment to expand ITD capabilities. Since it is a requirement that ITD deployment and enhancement projects be in a Federal Motor Carrier Safety Administration (FMCSA) approved Program Plan and Top-Level Design (PP/TLD) for grant eligibility, Kentucky updates this document annually. The PP/TLD document provides an overview of the state’s ITD-related technologies as well as descriptions of the systems and components that make up the architecture. The PP/TLD also explains how those new components will interface with current and future ITD components. Updating the PP/TLD requires a thorough review of the most recent approved PP/TLD, a reassessment of current ITD capabilities, and the addition of new priority ITD components, data flows, and projects within the architecture and document. Significant coordination with Kentucky’s ITD Team as well as other key stakeholders is needed to make accurate and meaningful updates to the document. KYTC needs to utilize Kentucky Transportation Center staff to assist with project development, stakeholder engagement, and document updates in the PP/TLD update process. The objectives of this project are to: • Incorporate Kentucky’s priority projects into updated PP/TLD each year; • Incorporate changes to Kentucky’s PP/TLD each year; • Provide support for Kentucky’s High Priority grant applications; • Provide administrative support for Kentucky’s High Priority grant project; and • Promote successful High Priority ITD projects by making presentations at conferences and meetings.
