Abstract RSF 156, Replacement of Roadside Screening Equipment 5/01/2025-9/30/2028 This project will facilitate replacement of roadside screening equipment on an as-needed basis to ensure these screening systems have uninterrupted operations. Equipment will be purchased from the appropriate vendors and installed to replace equipment that has failed or is operating below acceptable standards. Project staff will monitor roadside screening systems through analysis of data and using feedback from Kentucky State Police (KSP). Equipment will be replaced if troubleshooting attempts are unsuccessful and equipment continues to perform below acceptable levels. Roadside screening equipment may include the following technologies: • An automated license plate reader (ALPR) that provides the license plate number from the front and rear of the vehicle along with the state/jurisdiction. • An automated USDOT/KYU number reader (USDOTR) that provides the USDOT number and KYU number from the side of the vehicle. • A scene camera to capture a digital image of each passing vehicle for general description and visual identification purposes. • Driver focus cameras to monitor commercial driver seatbelt and cellphone use on weigh station ramps. • A triggering device to begin the image capture process. • An interface to the existing weigh-in-motion (WIM) scale and truck sorting and tracking system (Mettler-Toledo), which directs trucks targeted for inspection to park. • Truck sorting and tracking system signage which includes electronic: variable message signage, park signs, open/close signs, directional arrows, red/green lights, etc. • An interface to existing tire anomaly classification systems which tracks vehicles with problem tires and safety or credential issues. • Cameras to monitor and track vehicles through the facilities. • Solar panels to power cameras. • Thermal imaging cameras to identify brake and tire problems. • Tire pressure detections systems to identify tire pressure anomalies. • Over-height detectors to measure trucks for potential over-dimensional violations. • Parking monitoring cameras to ensure trucks do not leave the facility before meeting with enforcement personnel inside the inspection station. • Computers and Display Monitors within the inspection station to provide an interface for the user. • Roadside computers and networking equipment to allow the equipment to process information and communicate with the user interface. • Lighting that helps to provide a clear image of the trucks and their identifying information.
