Description
The primary performance objective is to determine whether there is a linkage between credentialing violations and safety violations, and if so develop strategies that enhance the effectiveness of commercial vehicle inspections to improve compliance with both credentialing and safety violations.
To do that, the project contains the following performance objectives:
Project Setup and Management
Upon receipt of funding, the first step would be to create and finalize a project problem statement, background, objectives, tasks, milestones, budget, implementation and deliverables based on this project narrative.
The KTC research team will work with the ITD Program Coordinator to create a Study Advisory Committee (SAC), to be chaired by the ITD Program Coordinator.
Collect and Format Screening Data and Inspection Data
The research team at KTC will obtain screening data from KYTC’s Business Objects database of Kentucky Automated Truck Screening (KATS) records and if necessary, from pre-clearance databases such as PrePass or Drivewyze. KTC will also obtain commercial vehicle inspection data from KY-OPS via KSP-CVE.
After the screening data, preclearance data, and inspection data is downloaded, the research team will format and cleanup the screening data so that all of the data fields are compatible with Stata: Data Analysis and Statistical Software.
The screening test data will then be coded as potential credentials or safety violations.
Next, the research team will merge the screening data and the inspection data in instances where there was a screening result for a specific truck and a matching inspection.
