Description
A comprehensive opioid state strategic plan (OSSP) will be developed by the Kentucky Injury Prevention and Research Center (KIPRC) and collaborative partners based on the underlying OSSP that the Cabinet for Health and Family Services is currently utilizing. KIPRC is the bona fide agent for the Kentucky Department for Public Health in the area of injury and is a CDC grantee for the Kentucky Drug Overdose Prevention Program. The comprehensive OSSP will build on 1) needs assessment data results already produced by KDOPP and collaborative partners for opioid use disorder (OUD) identification, prevention and treatment (including emergency department visit, inpatient hospitalization, mortality, treatment episode, KASPER, and drug seizure data), and 2) capacity assessment results (including number and geographic location of inpatient, outpatient, residential, community mental health center, and other treatment and recovery support services). Key elements of OSSP will be the identification of current capacity and gaps in evidence-based OUD treatment availability (i.e., medication- assisted and psychosocial treatment; continuum of care; primary and secondary evidence-based prevention interventions; financial and geographical access to OUD treatment; OUD treatment transition; and peer recovery and other recovery support services. The OSSP will contain performance measures as well as strategies, activities, short-term (1-2 years) outcomes, intermediate outcomes (3-5 years), and long-term outcomes (5-10 years).
