Description

The purpose of this project is to design and implement the research and Information systems for the Department for Behavioral Health, Developmental and Intellectual Disabilities (DBHDID) and its Facilities which also includes data collection and integration from the fourteen (14) Regional Community Mental Health Centers, State Mental Health Hospitals, and additional community clinics. IPOP will design and conduct analytical reports and research evaluations for state and federal agencies related to services provided to behavioral health clients. IPOP shall provide DBHDID with professional staffing to design and implement data collection protocols, data integration and analysis, and designing reporting tools for submission to state and federal agencies. Deliverables include the following datasets as required by Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Mental Health Services: 1) Substance Abuse Treatment Episode Data Set (TEDS) files 2) Substance Abuse and Mental Health Services Administration (SAMHSA), 3) Mental Health Client Level Data Reporting Project, 4) Uniform Data Reporting System (URS), 4) Block grants, and 5) ad hoc Department requests. IPOP will develop, support and maintain web applications including but not limited to, Department Reporting Schema, Department Periodic Reports submission, Plan and Budget submission, Web calendars, Online Provider Directory, Performance Based Outcomes, Crisis Contact Application, phone listing application, Plan and Budget Approval, Department Periodic Report (DPR) Approval, Ad hoc reporting services through S-MART and A-MART, and general forms requested by DBHDID. IPOP will design, develop, and maintain data collection applications for the following: 1) Support for Community Living (SCL) Certification, 2) Prevention Data Systems (PDS), 3) Amended Settlement Agreement (ASA) formerly Interim Settlement Agreement (ISA), 4) contract management system, 5) online provider directory, and 6) IMPACT Assessments. UKIPOP shall conduct research in the following areas: 1) Design and maintain audit programs to review all data submissions from providers, 2) Conduct quality assurance audits for reporting requirements, 3) Conduct a complete program evaluation on the effectiveness of the programs 4) Collect and analyze Transformation Accountability (TRAC) Client-Level Measures surveys for Children/Adolescents and Caregivers and disseminate patient/provider level outcomes, 5) Collect and analyze the National System of Care (SOC) Expansion Evaluation for the Children’s Mental Health Initiative (CMHI) for the SOC expansion grants, 6) Collect and analyze consumer satisfaction surveys for KY’s Community Mental Health Centers (CMHCs) and disseminate annual report for the Mental Health Statistics Improvement Program (MHSIP) and the Youth Services Survey for Families (YSS-F), 7) Collect, format and report data requirements to Joint Commission and the NASMHPD Research Institute (NRI).
