Description
The goal of this research is to develop a methodology for speed estimation, applicable in
areas without a travel demand model, for the purpose of air quality analysis. A basic
understanding of the data requirements of the HERS speed model will be developed. The
model will be adapted to Kentucky application based on the data availability. The
procedure shall produce average speed estimates for highways in Kentucky by functional
class and by time of day at the county level. If sufficient data is not available at the county
level, broader regions (of like characteristics) will be defined.
To the extent possible, the accuracy and reliability of the model outputs will be evaluated
through comparing them against available speed data sources.
